Hi,

 You need to attach the request to responsibility. and the responsibility to the user.

Once you define Request set you can only see or access that request set until you attach to any  responsiblity which has attached to any one !!

In other words attach the request set once u define to a responsiblity and attach that responsibilty to a user or number of users ...so that users can access!!
