The most common method of detecting a punture in a cable is by using MEGGER TEST.

Megger testing is normally conducted on 600 volt power cable for either acceptance or

maintenance purposes. This device applies a DC voltage (typically 600 to 2500 volts) for

several minutes. While the voltage is applied, the device measures the current ?leaking?

through the insulation and displays the results in units of resistance (Megohms or millions

of ohms). A low reading (less than about 100 Megohms) indicates possible cable problems.

You can find the fault by using murray loop test or wheatstone bridge test.

If it is a buried HT cable, you can avail the use of HT Cable fault locator which inject hi volt pulse into the cable and a person with an instrument can identify the exact location of the cable joint.
 
This instrument is available with TNEB at Chennai. You have to remit the fee and conveyance and boarding expenses.
