The average record length must be less than or equal to the maximum record length. The Maximum Record Length is 2046.

Average record length is the sub parameter of record size, which need to be defined while defining the vsamfile.  This sub parameter has a value which is less than or equal to another sub parameter of record size, the maximum record length. For a VSAM file, if both the Average record length and Maximum record length are one of the same, it says that the record size is fixed.

There is no specific rule about average record length. It should be less than the maximum records length. VSAM uses this figure for efficiency purpose only.
