Web services allow us to 1> Reuse application Components2>Solve interoperability problem by giving different applications a way to link their data. So you can exchange data between different applications and different platforms.Ideally, you can write application component, and anyone can use it in their application.

Web services, are methods that expose themselves in any environment. It may be a whole application or a part of an application, thats why services.They are services, that are defined in universal way, so that any person or application, which requires the service, can connect with them and use the services.
