A product is said to be quality product if it contains following. 
1. it should be bug free 
2. it should be delivered on time with in the budget 
3.it should satisfy the requirements. 
4.last but not the least it must satisfy the end user. 
From the above u observe that Quality is not a single person duty. the persons who involved in the project should follow some standards. then only we can produce quality products. 
 
QA & QC people are just monitoring the process to ensure that the people follows the standards by conducting walkthroughs, reviews, inspections, auditing, &training programs.

For a manufacturer, every worker in producing are responsible for quality. while QA and QC team get the last right to say yes or no for quality

Be it an IT shop, a restaurant, manufacturing facility, bank anything, quality is everyone's responsibility.

Example: Lets say you live with your family. Isn't cleaning and proper maintenance of the home everyone's responsibility?
