. QA/Test managers are familiar with the software development process, able to maintain the teamwork to increase productivity, have the ability to withstand pressures and able to communicate with technical and non-technical people.
Project managers are responsible for ensuring projects support business objectives, project goals and expectations are clearly defined, and project tasks are identified, scheduled, and completed. Project managers are also responsible for monitoring and reporting a project?s status to senior management.

Their duties are different. The QA manager is a part of the project in which he is responsible for the quality of the intended project where as the project manager is responsible for the whole project and he coordinates all the departments in making project success on schedule and within the specified budget.
