Internally the struts itself used Servlets only. But that is developed and tested with the experts Because we will use struts instead of servlets

the simple answer to the question can be amount of complexity included in using struts.The strut framework is useful in case of applications where enough modularity,flexibilty and security is required .Using strut framework for small application will be cumbersome
