Condition technique is the largest configuration used in sap sd . It is used in Output , Text , Account , partner determinations . Condition Technique is used to fetch the records in the tables With standard procedures of Condition types has an access sequences to fetch the condition records which are available in the condn tables which the std procedure used in SDSuresh.N

As per my knowledge goes, Condition Technique is not used in Partner Determination. Ofcourse it is used in Pricing, Material determination, etc.
