before going to the transaction code se37 first you  have to create function group in tcode se80 .in se37 you have to call that function group then only you can create function module.

first creat your FM GROUP
 GO TO UTILITIES IN YHE MENU BAR
SELECT CREATE
SELECT FM GROUP
ENTER NAME OF GROUP

THEN GO TO CRETAE AGAUN

SELECT FM

ENTER EXPORT AND IMPORT EXT.
