Each domain is allowed 20 cookies but we can reference / use only 19 cookies as one cookies is reserved for maintaining the ASPSessionID. If we use 20 or more cookies then the ASPSessionID cookie is overwritten and this results in the loss of the session. Hence just stick with 19 ;-)

Cookies cant create server side because its store client side information. And its not safe method because if client doesnt want to store information then he can delete the cookie. Its depend on client that whether he want to store cookie or not.....
