It is not necessary to have ActionForm in the struts application if you are not using a form in ur html or jsp page but its is handy to have one if ur are submitting some data to the server using form.

Action class is responsalbe for transaction and bussiness logic in the struts and that class is used to get the data from the model and send it back to the controller and then controller redirect it to the view for displaying....

As long as your connection object is not declared as a class level object, (ie an object declared outside all functions), and as long as the connection object being declared is not static, the program will run fine. (Assuming that the method for creating a connection returns a connection object)
