The main function of distribution steel to bind and main steel and to prevent the shear in main steel.In two way slab there is no need for distribution bcz the main bars also acts as shear reduction agents.

I am casting Raft and get the cube .after seven days test the cube that was pass as per rule so i will testing after 28 day ? yes or no? and why?

In cube test 25 layers but 6 cubes sample first 3 days one sample 50%,7 days one cube sample is 67%,and 28 day sample is 92 to 95% will to come to result that cubes are preferred.

7 days cube test given approval of next stage of work you got 60-70% n at 28 days it should be more than hundred % as per std.deviation practically no need but theoretically, you should submitted 28 days report to construction authority for final approval so yes .
